Colonel Lillard raised question of desirability of putting
out an i IE on Iran or, of revising the present estimate. Dr. Kent
noted that O/NE had drafted terms of reference to facilitate prompt
action in the event the L got an NSC request for such an esti-
mate D It was agreed that the situation was too fluid to warrant
