1. This Office has again been asked by the Executive
Director-Comptroller to supply a broad assessment of the future
world situation for use in CIA planning. Specifically, the forth-
coming Planning, Programming and Budgeting exercise will deal
with the period 1969-1973 -- though obviously world trends and
US foreign policy problems in the years before and after that
period are relevant.
2. Attached for your perusal is a copy of the statement
which we contributed last year, and which was used as the basic
set of assumptions in the presentation. We are asked to use the
same approach (i.e., both general and regional) and to modify,
update, sharpen, etc. as seems advisable. Please give it some
study and prepare mentally (or with notes) for a meeting next
week to discuss what we should say in the new version.
