The report states that when the Indian leaders despite their "protestations of neutralism" turned to the United States and Britain for military assistance after the Chinese attack, : "this nbliged thq. Soviet Union to ex- tend additional military aid to India to protect its status". "The United States aid in turn upset Pakistan which feared the consequences of Indian rearma- ment. Pakistanis then proceeded to improve their relations with China at the expense of their cordial relations with the United States. India by provoca- ? MALAYSIA: There are se- rious doubts whether 'Malaysia can attain its main purpose-to be a great state controlled by Malays which will utilise the energies and ingenuities of the Chinese without letting them dominate. ?. GHANA: Dr. Kwame Nk- rumah is an unstable man who has created and will create con- siderable instablity in West Africa. ? AFRICAN CONTINENT: The. drift seems to be towards political and social chaos. LATIN AMERICA: Civil disturbances, plotting and coun- ter-plotting, political warfare and terrorism are anticipated. Some Leftist nationalist forces may succeed in acquiring power. "Thus while the` final rela- t1pzw' among the powers involved have undergone but little change in fact ;the structure in power, especially the International pos- ture of India has fundamentally changed". Referring to South Viet nam, the CIA document says that victory in South Viet Nam is in serious doubt. and "the political evolution'in the country and the developments upon the world scene could dead to some knd of negotia- ted settlement based upon neutralisation".
