AMERICA'S Central Intelligence Agency (CIA) has reported that the attack on
People's China two years ago was "to some degree in response to Indian

The report states that when
the Indian leaders despite their
"protestations of neutralism"
turned to the United States and
Britain for military assistance
after the Chinese attack, : "this

tend additional military aid to
India to protect its status".
"The United States aid in turn
upset Pakistan which feared the
consequences of Indian rearma-
ment. Pakistanis then proceeded
to improve their relations with
China at the expense of their
cordial relations with the United
States.

rious doubts whether 'Malaysia
can attain its main purpose-to
be a great state controlled by
Malays which will utilise the
energies and ingenuities of the
Chinese without letting them
dominate.

siderable instablity in West
Africa.
? AFRICAN CONTINENT:
The. drift seems to be towards
political and social chaos.
LATIN AMERICA: Civil
disturbances, plotting and coun-
ter-plotting, political warfare and
terrorism are anticipated. Some
Leftist nationalist forces may
succeed in acquiring power.
"Thus while the` final rela-
t1pzw' among the powers involved
have undergone but little change
in fact ;the structure in power,
especially the International pos-
ture of India has fundamentally
changed".
Gathering strength
The report pinpoints the
,'gathering strength of India"
among tb_e trends which are
?`probabl irreversible Com-
munist China on the other hand
may at best make slow progress
and at most face "a violent up-
heaval".
Referring to South Viet
nam, the CIA document says
that victory in South Viet
Nam is in serious doubt. and
"the political evolution'in the
country and the developments
upon the world scene could
dead to some knd of negotia-
ted settlement based upon
neutralisation".
The document, points out that
"France in particular but the
United Kingdom and others to
some degree also appear to
note that they would prefer to
calm the situation in the Far East

treat the new leaders of under-
developed areas with less ob-
vious sympathy and take a more
cavalier attitude to the Latin
