MEIRANDUM FOR: CHAIRMAN, GUIDED MISSILE INTELLIGENCE COMMITTEE
SUBJECT : Moving Target Indicator - Proposed by REG-372
1. Reference your memorandum dated 12 December 1957, subject as above.
2. The proposal for a Moving Target Indicator by REG-372 is under
evaluation by appropriate technical agencies of the U.S. Army. This eval-
uation will be completed in time for submission to GMIC on 1 March 1958.
3. In reference to the possible intelligence significance of the
REG 372 proposal the views of ACSI are as follows:
a. It is well recognized that B-200 systems equipped with a
moving target indicator system would have a greatly improved low altitude
capability provided increased transmitter power requirements are met.
b. What is meant by the term "conventional countermeasures" is
not completely clear; however, an MTI system would be an adequate counter-
ECM device against chaff-dropping techniques.
c. It is unlikely that the Soviets would have incorporated an
MTI system into the B-200 without the knowledge of the Germans during the
time the PF-908 sources were engaged in the project. This is because any
MTI system is intimately associated with the transmitter system on which
the Germans, notably Grosse, worked. In this connection Grosse (REG 373)
who worked on the B-200 transmitting system may be more knowledgeable
than any other source on whether the Soviets established a requirement
for an MTI system.
d. There is always the possibility that an MTI system was or
is being added as a modification to the B-200 system. Also, it was highly
probable that the MTI proposal of REG-372 was made available to Soviett
designers. If the Soviets decided that this MTI proposal and

if they recognized the ability of such a system for employment in the
B-200 system then it could be expected that in early 1958 at the earliest
the B-200 system would have been modified to include the MTI features.
The extent to which the B-200 system would have to be modified to incor-
porate the REG-372 will be determined during the technical evaluation
of the REG-372 proposal.
