prefer not to be bound by any time requirements for the circu-
lation of drafts prior to a USB me
However, if the USIB
members feel that preparation for dealing with estimates at a
USIB meeting requires that they see papers three working days
in advance, we feel that we can live with such an arrangement.
However, we trust that it will be understood that any SNTE# or
other estimates which are done an a crash basis will not be
ubjescted to this requirement. We believe that the word
protect us.
