The attached paper examines the patterns of Soviet policy nine Stalin's death in the light of the additional evidence which has become available since NZts 90 and 95 were published. The paper re the views of 0/NE, OJICI, and 0,/ . 2. This paper does not change the estimates of NIEts 90 and 95 in any tal way. The new evidence does make it possible, bowever, to be much more definite on various Important aspects of Soviet policy than was possible last fir, when NIE'a 90 and 95 were written. 3. The views seed in the attached paper have not been approved by the TAC agencies, and we anticipate scow controversy an the paragmpbs dealing with econmic policy.
