To define DD/P participation in the preparation of
National Intelligence Estimates.
FACTS DEARL TG ON TIM PR,

a; Terms of R ference and Contaributions . The Board pre-
pares,, and the IAO Agencies approve, terms of reference
indicating the scope of the flotimate and the subsidiary
materials needed. Contributions are then prepared by the
Agencies and submitted to O/IM. accept for crash cases,
the z ininunm period aliooaed for tie preparation of eontri.-
htitions is about three weeks.

reference and draft estimates which have been cleared by
the Board, and all subsequent drafts to 1DP/P (W~I /0IS) .

to the IAC Agencies... indicatin the action to be tat , as well
as the date of the n eting at which the draft will n be
considered.

of help in rieeting a DD/P estimative requirement;

to those concerned with the subject matter.

resentatives of the DD/P offices have arranged to be present
during Board consideration of the draft or, less frequently,
during consideration at the TAG representatives' level.

3. In some cases (e.g. NM- -42A.- Yugoslav Intentions towards
Albania, and 5:3.40: Volunteer Freedom Corps) the above pro--
aeriire proved entirely satisfactory. In a more recent case
(N1T 4., 00uatemalar) there was at least an indication that
they role of DD/P in the preparation of an NE requires Clarification.

The essential needs to be sewed are.-

for reasons of operational sectn'ity. In the transmission
of such intelligence to 040s, appropriate safeguards are
necessary to prevent disclosure beyond strict t'need_to_k aol?"

Ia. That DD/P offices be able to express their views on
matters of jud ent. Generally speakia , such expression
should take place either to the O/PE staff or to the Board,
so as to avoid any possibility of conflict between two
different arms of CIA in the presence of IAC Agency rep-
resentatives and in certain cases, for security reasons
as walk..
5. For wox'itload reasons, it appears desirable to avoid formal
burdens on the DD/P offices, in the torn of written ca ent or
drafting changes, and to stress maw to- ,an contact at the work-
ing level or through participation by DD/P representatives in
Board discussions..

6. The folloiaing is repo riended as a r ?ocedure to apply generally:
a. That DD/P designate the central point within his area
which Is to sezve as contact for O/11E.
ta. That the existing distribution of drafts be continued.
(Board approved drafts and drafts which have been coordinated
with the IAC representatives and are. ready for lAC consideration.)
c. That, in addition, C/TIC distribute to DD/P, staff drafts
which are pretnred for Board consideration. (Concu rently,
1D/P will be notified of Board sheetings scheduled on such
pre13riinasy drafts. )
_4. That in any case in which DD/P offices have substantial
undisseminated factual intelligence to contribute -- or for
any other reason wish to participate substantially -~- DD/P
offices be responsible for notify1mg, % so that arrangments
can betide to have all substantial DD/P points of interest
put into the hopper before the draft is sent out by the Board.
e. That, except in special cases, DD/P representative not
participate In meetings of the IAC representatives, but

express their views on drafts subsequent to initial Board
approval through written memoranda. or direct contact with
