MEMORANDUM FOR: Representatives of the National Foreign
Intelligence Board
SUBJECT: Indochina Refugee Paper
1. On 29 July, the NIO/EAP received a request for an
estimate of the number of refugees likely to leave the
Indochina states between July 1977 and December 1980
(see attached).
2. In my view, the nature of the request can best be
answered by a memo from the NIO/EAP. The topic prompted me
to task State/INR to draft the piece with CIA support. On
query, DIA did not deem its participation necessary in
establishing terms of reference, drafting, or representatives
meeting. DIA requested, however, a substantive review of the
memo prior to forwarding it to the requestor.
3. I offer addressees the opportunity (1) to meet with
us on the draft or (2) to adopt the DIA approach. The
representatives will meet on the draft on Thursday, 11 August,
at 1000 hours at CIA Headquarters, Room 5G00. Please provide
names to If you opt not
to attend, I would also appreciate knowing this. Should you
chose to go along with the DIA approach, I will LDX the memo
on Thursday afternoon for your examination by 1600 hours
Friday, August-12.
