--India's Prime Minister Desai, newly in office, has de-
nounced a nuclear weapons program for India and has stated
that if a second peaceful nuclear explosion is necessary,
it will be open for international observation.

--New deliveries have further increased India's already over-
whelming
military superiority vis-a-vis Pakistan. The
addition
of new MIG aircraft and two guided-missile boats
enhanced
India's military capabilities in the last six
months,
while Pakistan's defensive capabilities were only
marginally increased by the receipt of Crotale SAMs.
