Counsel, Senate Government Operations Subcommittee on Intergovernmental
Relations, to ask him if we could change our meeting on 11 January to
14 January at 2:00 p.m. to discuss zero-base budget legislation. He
said this would be fine.

confirmation. On the latter point, Miller said the Carter transition people
had requested that the Committee begin their preliminary confirmation
investigation prior to 2,0 January 1977. Miller said that they would agree to
the request as soon as they received it in writing, Miller also said Ile would
like to meet with Mr. Bash before he departs to discuss the Director's
reflections on his year at CIA and his views on the future.
Regarding the proposed trip of Miller and Mike Madigan, also of the
Committee staff, to Europe, Miller said he hoped to be able to travel in.
February. I asked Miller if Chairman Daniel Inouye (D. , Hawaii) still wanted
a series of briefings at the Agency and he replied that he did, but would
probably have them in conjunction with the new Committee Vice Chairman.
I told Miller of the request of Mark Gi.tenstein, of the Committee staff,
for the IG report on and the feeling in the Agency that providing th
report would inhibit the IG process. Miller said the Committee would receive
the IG reports where there was an abuse (I believe he was referring to the
reports submitted to the Committee on incidents reported to the IOB), but
that there was no other need for the Committee to have such. reports.
Later in the day, Miller called me to say that Chairman Inouye had
just called from Hawaii and wanted to visit Intelligence Community contractors
on the West Coast on 14 and 15 January. Miller said lie would accompany the
Chairman.

that the hearings on Micronesia were postponed until 17 January 1977. She
replied that they were.

Committee's plans regarding the recommenda.t:ic;ns of the Senate Select
Committee on Committees. Smith said the Corr m ittee would be holding
hearings today and 7 January, but he didn't knov,l.- if Chairman Daniel Inouye,
Senate Select Committee on Intelligence, was, ap easing, lTe said he had
heard some talk that an amendment would be introduced to make the select
Committee on Intelligence a permanent committee rather than a temporary one
pending further discussions by the Senate. Ilowever, he didn't know if such
a move would crystallize in the Rules Cornn:i.itte or on the Scnat:e floor,

19. PRILFAING I called Frank Sullivan,
Staff Director, Sens, e erne. Services ComI.mi.ttee, and told him that
the Director could do the world wrapup briefing tomorrow morning.
I told him that our people were going to work around the clock and
might be short on graphics but we would do our best and asked him
if things were firm for tomorrow. He said he couldn't he sure at this
point but we should plan on, going tomorrow and he will be back in touch
to confirm it.
Sullivan later called 'back and said the briefing scheduled for
tomorrow has been cancelled and asked if Thursday morning was
alright. After checking with the Director's office, I told him that

Mr. Bush was unable to meet with Chairman John Stennis (D. , Miss.
on Thursday and suggested Monday, 10 January 1977. Sullivan said he
thought the Chairman would be unable to do it but would check. I told
Sullivan I would bring it up with the' Director tomorrow.
I also mentioned to Sullivan Mr. Sorensen's confirmation
hearings and said I thought the agreement reached during Mr. Knoche's
confirmation also applied to Mr. Sorensen' s, and Sullivan agreed that
the Senate Select Committee on Intelligence would conduct the hearings.
20. LIAISON Called Bill Miller, Staff
Director, Senate Select Committee. onInto ligrence,. and said I was getting
some flat, through OGC from people in Monroe Leigh's, Department of
State, office who want to get together with our committees on the Case
Act reporting problem. I told Miller I had also talked to Jack Brady,
Chief of Staff, House International Relations Committee, as well as
the House Armed Services Committee people. Brady shares our
concern about security handling of these things. They have different
problems under House Rule XI. I said I had not talked to anybody in
the Senate Foreign Relations Committee about it. I asked Miller if he
would have time or occasion to put a bee in Pat HOW,Chief of Staff,
Senate Foreign Relations Committee, bonnet-?-theri they have a chance
to talk to Senator Clifford Case (R. , N. J. ). Miller said. it. seems wisest
to talk it out with Senator Case and he thinks IIol.t would prefer it that
way.
