acknowledgement with Elliot Maxwell, Senate Select Committee on Intelligence
.staff, for his review_0 The Office of Security has decided not to press for a
separate oath to cover compartmented information. Maxwell called later
in the day and suggested one change.

11. (Internal Use. Only ?- GLC) LIAISON Received a. call from
Chuck Snodgrass, House Appropriations Defense Subcommittee staff, who
said that their "personnel guy, " Don Smith, had told him he understood
the Director" had issued a policy statement regarding the employment
of annuitants. I told Snodgrass that indeed the Director had issued such
a statement and in response to his request, told him we would send him
a copy. .
12. (Internal Use Only ?- GEC:) LIAISON Talked with Guy McConnell,
Senate Appropriations Committee staff, regarding word we had received
that Senator Ernest Hollings (D., S. Car.) was planning to introduce an
amendment to the Defense Appropriations bill limiting the number of active
duty Navy personnel who could be assigned to CIA. We discussed
Senator Hollings' earlier request in this area and I told McConnell that
the Director was sending a letter to Chairman Daniel Inouye (D., Hawaii),
Senate Select Committee on Intelligence, on this subject and I would be
sure that he (McConnell) received a copy.
13. (Unclassified ?- GLC) HEARINGS Senator Sam Nunn (D., Ga.)
stopped me in the Capitol to tell me. he was planning to hold hearings in the
Senate Governmental Affairs Subcommnitte on Permanent Investigations
in the near future on the nature of terrorist activities, both internationally
and domestically. I-Ie desires to have the Agency participate in these
hearings. (See Memorandum for the Record. )
14. (Internal Use Only - GLC) LIAISON I spoke with Bill Miller,
Staff Director, Senate Select Gommxtt~ oxntell.erzec, about Chairman.
Daniel Inouye's (D. , Hawaii) conversation with the Director yesterday
regarding Senator Ernest Hollings' (D., S. Car.) intention to add an
amendment to t:he Defense Appropzi,li;c~n,s,,_.}ll, and following our hearings
with the Senate Select Con-rnittee, the Director gave Miller a letter to
the Chairman on this subject.
I mentioned to Miller the difficulty we had experienced in connection
with t:-he "notes" taken by Mike Epstein, also of the Committee .staff, after
his review of Agency files relating to KCIA activities. I told Miller we had
great difficulty with Epstein's verbatim copies of certain of the documents
in the files he had reviewed and the types of "notes" that he had taken.
Miller said he thought there was only one document Epstein needed in its
entirety and this document was essential to the Coinmittee's interest in the
matter. Miller said he thought the, issue of the other "notes" could be
negotiated. I told him that we would consider providing the Committee vrithi
a copy of the document in question (:san.itized as appropriate) and I would be
in further touch with Epstein on the matter.
