Admiral Turner has asked my office to coordinate his comments on
your thoughtful study, "Report on the National Intelligence Estimates-B
Team Episode Concerning Soviet Strategic Capabilities and Objectives."
As you are well aware, this is a very complex subject which requires
us to exercise the same care in commenting as you and your staff used
in drafting the report.
I am sorry to say that we will not be able to have the Director's
comments to you by the time the Committee meets on 4 May. We will
send them as soon as possible. I would hope that the full Committee
will not act on this report until it has had time to study the
Director's comments.
