SUBJECT: Request from Senate 1Buman Resources Subcommittee
on Health and Scientific Research for
Inspector General Reports (C)
1. (C) About a week ago, Mr. Walter Sheridan,
of the Senate Human Resources Subcommittee on Health and
Scientific Research staff, requested the 1963 Inspector
General Report done on Project MKULTRA. He claimed that
this report had been made available to them during the
1975 hearings and I have subsequently confirmed that they
did, in fact, read the report and take voluminous notes.
These notes were located :r.n the OLC Registry. In connection
with this request, Sheridan also stated that he wanted an
annex that was not made available to them in 1975. It
cannot be determined what they are referring to as an annex.
2. (C) On 8 September, I received a telephone call
from Mr. Sheridan i.nqui ring about the 1963 Inspector
Gcne:cal (Report. I told him where it stood and that I would
be in touch with him shortly. He then stated that. they now
wanted all Inspector General reports done on TSS/TSD/OTS,
specifically mentioning the ones they believe were done
in 1955, 1973, and 1975. I told them that I would have
to go to the management of they Agency about this latest
request.
3. (C) Late this evening, I received a call from
Dr. Lawrence Horowitz, of the Subcommittee staff. He
stated that he had just come from a meeting with Senator
Kennedy where the Senator had been briefed on the progress
of their inves tigattion. He added that the subject of the
Inspector Genera] reports had been discussed and said "I
hate to give you this kind of a message on Friday night,
but the Senator said that if we donut get those reports
rr.omorrow or by Monday at the later-,t, he will ask Admiral
Turner to come down and see him."
