Epstein said he would like to visit the Agency on 5 July to review additional reports from 1966 which he had previously requested and to talk about dissemination of NSA documents within the Agency. I told him. I would attempt to set up meetings for him on this subject. I reported to Epstein the exact distribution of one of the reports he had reviewed. He had asked me about this document 19. After checking with Security, it was determined that this would take place at 4:00 p_ rn. on Tuesday, 5 July, and Ms. McDonald confirmed that she would be here at that tine. The purpose of the briefing was to outline to Ricks the types in use of Agency files by its various components and officers. Due to a lack of sufficient time, a meeting wit OGC, was postponed until a later date. 21. (Internal Use Only - RJK) LIAISON Jean Evans, Senate Select Committee on Intelligence staff, called and in the absence of of our office, indicated that Senator Charles Mathias (R. , Md.) will be stopping in Paris durin the period 25.2 9 July following.a visit to the SALT talks in Geneva. Dent (D. , Pa. ), who inquired about the Agency offering tours of the Headquarters building. ]: told Ms. Kachilo that this program was still in the planning stages and probably wou.ldn't become effective until August or September. I took her phone number and told her we would call her back when arrangements were able to be firmed up. She said this would be fine. Ricks, Don Sanders, Barbara Chesnik and Evelyn Chavoor, of the Committee staff, met last week with Directorate and Comptroller representatives. Ricks asked for a meeting on 29 or 30 June with DDI office record management officers, General Counsel and Inspector General representatives. 6. LIAISON Jean Evans, Senate Select Committee on Intelligence staff, called to request a meeting with Inspector General officers on a 1969 IG report on the Counter Intelligence Staff. The Director, in a. letter dated 20 May refused to provide the Committee the text of the report but offered a general discussion: of the report's findings and recommendations. Evans asked for this meeting on 30 June or I July. I told Evans I would check and let him know. 8. LIAISON Discussed with Tom Smeeton, House International Relations Committee staff, the provisi.o.ias of H. Res. 656 and the problems we had with the Resolution in terms, of membership, 662 problems, and Ilolise Rule.XI. 9. LIAISON Spoke with Bob Dockery, Senate Foreign Relations Committee staff, regarding the 24 June briefing of Senator Paul Sarbanes (D. , Md. ) on Panama and. the Caribbean. He said the briefing was well received by Senator Sarbanes and that the next briefing will cover Mexico and Central America. I suggested that we handle Central America through a series of briefing papers on which the Senator can ask questions in order that we have sufficient time to cover Mexico fully. The next briefing will be scheduled for the week of 11 July. Dockery also asked for a briefing for himself on Cuban activities in the Western 1=iemisphere. (Internal Use Only - GLC) LIAISON Tony Lapham, General Counsel, advised me that in his conversation yesterday with Robert Lipshutz, Counsel to the President, Lipshutz had told him that regarding the reports to the Senate Foreign Relations Committee and the House International Relations Committee on foreign agreements pursuant to the Case Act he had no objection to our proposal for reports going to the Senate Foreign Relations Committee and ultimately to the Senate Select Committee on Intelligence, but he recommended that we hold up any reports to the House International Relations Committee pending House action next week on oversight legislation for an intelligence committee. I told Ilapnam that we would check with Norvill Jones, Chief of Staff, Senate Foreign Relations Committee, and Bill Miller, Staff Director, Senate Select Go;r. iittee on Int~ll~xe o reconfirm the arrangements which we had proposed to them for the handling of these reports. Regarding reports on matters referred to the IOB, Lapham said the matter was much less clear and it appears that Lipshutz will propose some alternative procedure. He suggested that he and I talk with Bill Miller about this on Monday.
