REFERENCE OLC 77-3936, Dated 16 September 1977
1. Attached are excerpts from the two reports made
by the Behavioral Panel of the Technical Coordinating
Committee.
2. As we understand reference request we were to
supply information from the Panel reports that related to
MKULTRA, MKSEARC
3. For your information according to the Chairman
of the Panel, only two reports were produced, 21 August
1972 and 14 November 1972. This response to reference
request has been coordinated with ORD, OTS, and D/MS.
