Preliminary Mr. Fearey opened the meeting with a review of the on-going hijacking of an Air France plane to Uganda. He -~+r3 LU {,.j1QL 4116 Although the hijackers.-claimed to be members of the Popular Front for the Liberation of Palestine (PFLP), the group appeared to include international terrorists of the "Carlos" variety. Over a dozen American citizens were aboard the hijacked plane but no demands had been made of the US. The USG had made several approaches through third parties for the safe release of all the passengers. 11. Threats to the Bicentennial A. Domestic FBI Spec Agent, briefed the working Group on domestic Bicentennial 1A security threats during the upcoming July 4th weekend. He focused on threats surrounding the three major East Coast activities. "Operation Sail" in New York; July 4th demon- strations and parades in Philadelphia; and activities over the weekend in Washington. Major Robert' Mat ikk, Military Support Division, ODCSOPS, Department of the Army, briefed the group on the Department of Defense posture with regard to support of. other Federal agencies for the July 4th weekend. His briefing covered three main areas: 1) review of DOD responsibilities vis-a-vis Federal agencies in the event of civil disturbance; 2) measures which DOD would take in response to FBI threat assessments; and (3) action DOD would take in the event of a civil disturbance. B. Foreign Threat - CIA, informed the 25X1A group that there had been no major change in the situation abroad since the last briefing two weeks ago. He said some anti-Bicentennial demonstrations were expected abroad but there was no evidence of a major terrorist threat. Mr. Robinson of Justice introduced Mr. Lloyd A. Bastian of the Office-.of Management and Finance, the element in Justice which was coordinating plans for the July 4th -weekend. Mr. Bastian briefed the group on who would be on duty at Justice and how to contact them. Two new members of the working Group were introduced., Captain James H. Conrad, Chief of Intelligence and Security Division, US Coast Guard, and Captain Richard Bauman, Chief of Port Safety and Law Enforcement Division, US Coast Guard. Captain Conrad briefed the group on Coast Guard security plans for "Operation Sail" in New York.
