On 22 July 1975 the President directed the establishment of a NSC
Standing Committee on Space Policy , On 9 November STAT
1976 the NSC Under Secretary forwarded a report to the President on
"Policy on Remote Earth Imagery, " One of the recomm- STAT
endations of that report concerned the c asst. ication of the "fact of"
satellite reconnaissance. Since that report it has been impossible to
maintain the "fact of" in a seperate file, The History of the "fact of" is
contained in S-28 "Satellite Photo Disclosure," Future material on ti,$TATINTL
subject of "fact of" will be filed in S-38 "Space Policy",,
