I appreciate the work on the very important topic of Soviet civil
defense that is being done by the Defense Science Board and its Net
Technical Assessment Task Force under the leadership of Dr. Donald
Steininger.
With regard to Dr. Steininger's recommendation on the formulation
of a collection strategy, a special effort is being made in this direc-
