Paragraph 5(f) of Executive Order 11905 requires that the head of an agency to which we detail personnel be informed of each de-tailee's association with CIA. I think it best that we fulfill this requirement by providing written, notification for each Agency employee detailed to departments and agencies, and the entities listed under "Details Out" in the "Report on the Status of Detailed Personnel" dated 30 June 1976. For those employees detailed to national collection programs, notification should be made to the head of the agency responsi- ble for the particular program. 2. Reporting for all currently detailed personnel should be completed before 18 August. Be sure that each employee is informed about the Executive Order's prohibition on reporting by detailees. 7s7 E. I have reviewed the attached "Report on the Status of Detailed Personnel - 30 June 1976," prepared by the Office of Personnel. I don't see any issue regarding propriety, and of course it is difficult to predict flap potential in advance. However, there is one aspect of this subject on which we seem to have dropped the ball. 2. Executive Registry records show that since January 1976.only nine individuals have been reported as CIA detailees to.the heads of their respective agencies. (I have marked these with a "x" on the attached status report. With only two exceptions, they are persons detailed after the Executive Order became effective. However, I do not think we can read the reporting requirement as inapplicable to.those employees detailed before the Order became effective.) Since the Executive Order will be six months old on 18 August, I think we .should meet the reporting requirement for the remainder of our personnel before that time.
