Kissinger called with Cyrus Vance in his office. Vance reported to him that a very reliable source had recently told him that the Cuban exiles in Hiami planned an attempt on the life of Prime Minister Manley of Jamaica. d'ance's source indicated the CIA was behind this. The idea would be to destabilize Jamaica. 2. Kissinger told Vance that the CIA was not behind any such thing and I asked that Kissinger reiterate that to Vance. 3. I told Kissinger I would notify our operational people of this allegation, and the FBI. 4. 1 pressed for the source and Kissinger said that Vance simply told him it was a press man for whom we all had great respect. 5. Following Kissinger's phone call, I telephoned Jim Adaam at the FBI, reported the above to him, and notified Bill Wells.
