Inouye Chairman Select Committee on Intelligence United States Senate Washington, D. C. 20510 Re your letter June 17th soliciting views, qualifications E. Henry Knoche for position Deputy Director C. I. A. wish to advise you and your Committee as follows : During my term as Director C. 1. A. 1961-65, Mr. Knoche served in important positions that brought him in close contact with both the Director and Deputy Director. He then demonstrated unusual knowledge of Agency purposes, activities and personnel. He also demonstrated a high degree of dependability and moral values. In recent years and particularly during the several investigations of the Agency, I as a consultant to the Agency, have observed Mr. Knoche's performance when shouldering ever- increasing responsibilities, in all circumstances he has performed well. I know nothing of his private life. From my observations, his work on the job over a period of 15 years, I recommend him highly and urge the Committee's confirmation. ,- John A.
