SUBJECT : Processing of all Drafts of National Intelligence
Estimates (NIEs) Through the Normal Estimative
Process

1. At its meeting on 22 July the United States Intelligence Board (USIB )
approved the draft minutes of its 16 July meeting which included the following
action on this subject:
"The Chairman, after commenting that he considered NIE
11-2-64 to be a very fine e's'timate, noted that this is the only NIE
which is not being handled through the normal estimative process
involving the Board of National Estimates (BNE) and the USIB
representatives. He proposed that in the future all such NIEs
go through this normal process so that they may have the benefits
of the overall judgments (especially on political matters) of the
BNE as well as the coordination procedure through the USIB
representatives.
"The Chairman of the Joint Atomic Energy Intelligence
Committee (3TAEIC) explained that the original reason the NIE
11-2 series had been submitted to USIB directly from JAEIC was
its highly technical character. However, Dr. Chamberlain noted
that other NIEs, such as 11-8, which are now handled through the
normal estimative process, also involve many technical problems.

"The Executive Secretary pointed out that the authority
in the charter of JAEIC to produce drafts of NIEs directly
for USIB consideration was also contained in the charters of
the Guided Missile and Astronairti'cs Intelligence Committee
(QMAIC) and the Scientific Intelligence Committee (SIC).
He therefore questioned whether the proposal for handling
any future drafts of NIEs produced by JAEIC through the
normal estimative process would also apply to any future
drafts of NIEs produced by GMAIC and SIC.
"After discussion, the USIB agreed that any future drafts
of NIEs produced by the Joint Atomic Energy Intelligence
Committee (under DCID No. 3 /3, paragraph 4. d. ), the Guided
Missile and Astronautics Intelligence Committee (under DCID
No. 3 /4, paragraph 4. c. ) or the Scientific Intelligence
Committee (under DCID No. 3 /5, paragraph 4. c.) should be
handled through the formal estimative process of BNE and the
USIB representatives prior to submittal to USIB.."
2. Accordingly, the USI13 directive in the final paragraph of the above
quoted minute is referred herewith to the GMAIC, JAEIC, and SIC
for guidance on this subject.
