SUBJECT : CCPC Inventory of Overseas Intelligence Facilities
REFERENCE : USIB-D-64. 6/32 (CCPC-D-7/66) of 11 April 1966
1. The USIB approval (on 14 April 1966) of the objectives and procedures
set forth in CCPC-D-7/66 carried with it the requirement of updating and
maintaining in a status of currency the Intelligence Facilities Inventory.
2. Attached are copies of your current inventory data sheets, together
with the revised Facilities Inventory Sheets. The revisions in the Inventory
Sheets have been made after consultation with all, interested components of
the community and it is the consensus that they will make the inventory a
more useful document. You are requested to update your Inventory Sheets,
using the revised form.
3. Also attached are sheets to be used for reporting Planned Changes in
Existing Facilities and Planned Additional Facilities. It is requested that
when you notify me of changes in facilities overseas or of planned additional
facilities, in accordance with paragraph 4 (a) of referent document, you use
these sheets for such notification.
4. In the course of the survey made for the purpose of improving the
Inventory Sheets, the desirability of having as much detail as possible
concerning the authority from the host country for the establishment of the

facility was pointed out by several elements. You are therefore requested
to be as precise as possible in furnishing data on this item, including all
basic agreements, and annexes, codicils or protocols thereto, and dates.
5. If in the execution of the forms, additional space is required,
please append a separate sheet, keyed to the Inventory Sheet.
6. It is requested that these new forms be completed and returned as
soon as possible, but in any event, not later than 27 May 1966. If for some
reason it is impossible to complete an item by 27 May, you are requested to
furnish on that date as much information as is available at the time with the
notification that the sheet is not complete and will be completed by a given
