SUBJECT: Thoughts. on Users Requirements for COINS II
1. This group could play a vital role in the planning
now underway for COINS II. It would be valuable if this group
could:
a. State definitely that users in the intelligence
community have a requirement to share some of their machineable
data bases in an on-line fashion in COINS II.
b. Identify the major intelligence activities on
which COINS II should concentrate, and the degree of con-
centration.
(1) Current intelligence;
(2) Indication and warning;
.(3) Estimates;
(4) Long term research;
(5) Planning;
(6) Targeting; and
(7) etc .....
c. Identify technical services required in COINS II
by the users in the community (see Attachment I).
d. Develop procedures (e.g., DCID) by which
each agency can request a COINS II file to be built, maintained
.or modified to meet the needs of users in the community. (See
Attachment II, COINS Operating Procedures No. 1). Believe
that this procedure should:

of Data Bas' Requirements Memormandum which sbtsforth the
community's requirements for a given data base.
(2) The' DCI should then appoint an appropriate
agency to be the Data Base Executive which in turn would be
responsible for building and maintaining the community's data
base.
(3)? The agency appointed could use the appointment
and the Data Base Requirement Memorandum as a basis for
planning, programming and budgeting for the necessary resources.
e. Develop the procedures (e.g., DCID) by which
each agency can request that an information handling experiment
be conducted in COINS II. Such experiments should involve two
or more of the participating agencies.
2.'. There are at least six major computer-based information
systems which could be integrated'into COINS II in the future.
This group should establish the requirement for this integration
or non-integration of these systems into COINS II.
a. CIA - AEGIS
b. NPIC - National photo intelligence data bases
c. DIA - Military Intelligence including EOB.
d. NSA - SIGINT
e. STATE - State Department messages
f. NAVY/OSIS - Ocean Surveillance

devices for COINS II and each remote access system within
each agency.)
j. Need to provide capability to transfer a total
file or portions of a file on an inter-agency basis?
k. Need to provide users with tools to merge data
retrieved from two or more files in the network (could require
high degree of data standardization)?

management information on the operations and usage of the netwoi
