MEMORANDUM FOR MR. ELDER
SUBJECT: White House Request for Membership on TSCC
1. The enclosed letter to Mr. W. Marvin Watson, Special
Assistant to the President (for security matters), for the DCI's
signature, is in response to the attached letter from Mr. Watson
and was prepared by the Chairman, Technical Surveillance
Countermeasures Committee (TSCC).
2. With the exceptinn of the request for "membership",
the letter is approximately as discussed by Mr. Sither with
Membership was proposed by Mr. Sither because
the survey team appointed pursuant to NSAM.315 so recommended.
The proposal submitted by the TSCC is in accordance with NSCID
principles and the TSCC Charter in DCID No. 1/12, and follows
the precedent established in answering a similar request from
the Arms Control and Disarmament Agency (ACDA) on 8 May 1963
(copy attached).
3. The Chairman, TSCC, as the result of a telephone
conversation with Mr. Sither, states that the response to
Mr. Watson satisfies White House needs.
