MEMORANDUM FOR: Assistant to the President for National
Security Affairs

SUBJECT NSC Approval of Revised NSCIDs`
1. In compliance with Executive Order 11905, all of the
existing National Security Council Intelligence Directives have
been reviewed and revised by the Committee on Foreign Intelli-
gence, and are herewith forwarded for National Security Council
approval.
2. The numerical series of the existing NSCIDs has been
retained except that NSCID No. 6, "Signals Intelligence," has been
revised into two--NSCID No. 6, which bears a SECRET classification,
and NSCID No. 6-1, which is very short and includes only that
material. from the former NSCID No. 6 which requires a compartmented
codeword classification.
3. It is understood the NSC Staff is working with the Depart-
ment of Justice to obtain a statement which can be used, together
with the preamble to each NSCID, to strengthen the legal basis for
retention of the appropriate classification, and that it may be
necessary to indicate the classification or lack thereof on every
paragraph in the NSCIDs.
4. It was not considered, however, that this should delay
forwarding of the revised NSCIDs, since CFI action concerning
them has been completed.

5. The Acting Executive Secretary of the CFI, who headed
the CFI Task Group which revised the NSCIDs, is available to
work with your staff concerning paragraph classification and
addition of the material being prepared by the Department of
Justice. -.
