Minutes of the meetings of 30 April and 4 May were approved without.change. The Committee agreed to provide minutes of the 4 May meeting to the National Reconnaissance Office since the NRP had been the sole topic of the 4 May session. 2.?. The package of revised NSCIDs No. 1 through No. 8 which.had been provided the members for review was approved for forwarding to the National Security Council. Mr. Hyland advised that since the Senate Select Committee report had published parts of the existing NSCIDs, and a court suit for release-of NSCIDs under FOIA was pending, there was some question in the NSC staff as to what should be done with the revised NSCIDs. If the existing ones are released under FOIA, and the revisions reflect changes called for by an unclassified Executive Order 11905, there is need to strengthen the basis on which the new NSCIDs can be defended as classified documents. Mr. Hyland distributed a Department of Justice input as to suggested wording of the NSCID preamble. Mr. Ellsworth said it probably would be necessary to rewrite the NSCIDs in entirely different language and change the format. Mr. Hyland agreed the NSCID package should be sent to the NSC. This would satisfy the E.O. 11905 deadline, and if the NSCIDs were later remanded for complete re-do that would represent a new,project. Fnr Ralaaca 7h0A/'l17ICWi ? Action on the proposed CFID No. 3, "National Reconnaissance Activities" was deferred after the Executive Secretary reported the paper was under study by the CIA General Counsel since there was fined directive lan ua e which went beyond CFI jurisdiction. 4.
