SUBJECT White House Request for Omnibus NSCID
1. Per your request of 12 January 1976, a copy of the
Omnibus NSCID was delivered to Mike Duval of Jack Marsh's
at the White House at 1010 hours this date by
2. Mike Duval said he appreciated the package. It was
what he needed and would help him draft a memo to the President
due at 1400 hours today.
3. explained the contents of the package
and pointed out where each agency had taken exception to the
earlier draft. lso emphasized that the only
thing missing from the Omnibus NSCID was the CIA/FBI relationship
which was included in the proposed NSCID No. 9.

4. Mr. Duval was interested in who on the IC Staff would
be the point of contact for assistance in revising the NSCID.
I informed him that would normally
be, but that he was on TDY and would not return until 26 January.
Duval said "it should be all over by then" and asked who would
be the backup man. said it would be Mr. Knoche.
5. When asked how things looked from the weekend NSC
meeting, Duval said "some form of Option 4." He also mentioned
that this option would be reflected in an unclassified E.O. or
NSCID and that is why this Omnibus NSCID would be useful.

NSC?ID and related organizational matters, if you need assistance.
