OCI NOTICE OPERATIONS
NO. 50-82 8 November 1966
1. OCI has been given a substantial share in the preparation of
the "McNamara 111" study. This is an in-depth study of the effect and
impact of the Rolling Thunder program in Vietnam.
2. OCI's obligation is to analyze third country attitudes toward
the program. It is hoped that this will provide some insight into the
extent to which the U.S. must take account of third country attitudes
in making policy decisions on Rolling Thunder.
