South China/North Vietnam
5. DIA provided the weekly report of acceptable data base coverage
of high priority targets in North Vietnam.
6. DIA recommended changes to the priority list of targets in North
Vietnam (as contained in a Memo to the Chairman, dated 17 June 1968) were
reviewed and accepted - in part; additional information, relating to the Lao Cai
Complex, is required and will be submitted by DIA as an attachment to the Photo
Objectives Nomination Form, which will reflect the recommended action on this
and related targets.
7. There were no other changes recommended to the South China/ North
Vietnam Priorities list.
Priorities for Mission 1047
8. A revised priorities listing for Mission 1047 was reviewed and will
be forwarded to COMIREX for approval.

Read-out Requirements
9. Mission 1047: The Chairman distributed for review, an ICRS
memorandum to NPIC which requests a report of coverage on all COMIREX
targets acquired by Mission 1047 (excluding ID only) to be disseminated to
the members at least five days prior to the next KH-4 launch. The
memorandum was accepted as written.
10. The Chairman advised that the EXSUBCOM will assume the responsi-
bility for establishing mission read-out requirements by about the end of the
calendar year.
11. The Air Force representative submitted a paper which addresses
"First Phase Reporting" (as agreed at the ICRS Meeting of 4 June 1968).
This paper - to be reviewed and discussed by the members at a later date -
examines the current procedures attendant to first phase reporting, and the
contents thereof, in light of varying user needs; it identifies report inadequa-
cies and recommends corrective action by the ICRS. The Chairman stated that
this paper would be an agenda item for the next ICRS meeting.
Cuba
12. The Chairman briefed the members on the area coverage acquired by
GLASS LAMP missions during the immediately preceding 56-day period. Area
coverage amounted to approximately 76% and this was achieved. by four
missions - as opposed to the seven, or eight, missions usually flown. In the
main, the area which was not covered during the period was the eastern tip
of the island. The ICRS Staff is now receiving the coverage overlays being
produced by NPIC; this will assist in determining and monitoring the areas
which are not receiving the coverage as required by the USIB.
25X1A 13. (DIA) advised the members that a message had been
dispatched to A pointing out the deficiencies as regards the "sampling" area
coverage of Cuba, and the inconsistent quantitative coverage achieved by the
reconnaissance missions (i.e. , "peak" coverage during the early part of the
56-day period and slackening during the later part). The SAC response
indicated that the deficiencies and quantitative inconsistencies were due to
operational and weather factors; however, steps were being taken toward

fulfilling the USIB requirements in a more satisfactory manner.
25X1A 14. (DIA) was called in to brief the members on the
procedures utilized by DIA in monitoring - and coordinating with SAC-
the results of GLASS LAMP missions on area. coverage of Cuba, utilizing
the overlays produced by NPIC.

The change was occasioned by
apparent preparations for exercise-firing of SAMLET missiles in the Santiago
de Cuba Area. The route change was made to acquire coverage of this area.
Although the mission was subsequently cancelled because of weather, the
members were appreciative of the quick-response capability that was
demonstrated by the ICRS members involved. This special requirement
remains valid and, weather permitting, the desired coverage will be acquired
within the near future.

16. The DIA representative submitted a memorandum which was
addressed to the Chairman of the ICRS and the EXSUBCOM containing
recommended changes to the DRAFT form. explained that
a comprehensive review of the DRAFT form had been con uc ed and that
the changes recommended by DIA were developed in concert with the various
DIA elements concerned - including the DIA representative to the EXSUBCOM.
17. The Chairman stated that the DIA memorandum would not be
addressed at this meeting as it required study; in addition, the comments
submitted by the other members - as well as those of the Data Base Working
Group and the EXSUBCOM (which have not as yet been developed) - would all
have to be "pulled together", reviewed and subsequently discussed.

Category entry should be left blank ? at this point in time ? since the details
of CCRP implementation are still forthcoming, and the CCRP may be looked
at on a periodic basis rather than on individual submissions; the NTP
Category and the NIETB entries should be left blank as they will be assigned
by the EXSUBCOM/Data Base Working Group m there should only be one
entry for coordinates which should also show the source A the
25X1A should be used if available. If al unavailable, a mec anism
should be developed to have it provided expe a.tiously; the WGS coordinates,
when available, would be assigned by ICRS Staff for operations use only m the
WAC PIC number should be deleted as it is not required m it will become a
Data Base Working Group entry to be utilized for their own purposes; the
Origination and Serial No. entries could be combined as one coded entry and
will serve both these requirements; the target length, orientation (which will
be required if "Aiming Point" concept is implemented), description, and
delineation are all tied together and could be provided by an attachment -
annotated photograph, or sketch. Considering the computer format aspects,
the information requirements of the form (after the above changes) are
already provided for the Form 150 and thus, it can continued to be used
(computer-wise) in conjunction with the new nomination form.
25X1A 19. (USAF asked whether any effort was ugnderway within
DIA to maze DIAP -2 (Collection Requirements Manual) compatible with
what is being developed for the Nomination Form - particularly the priority
25X1A codes. advised that everything will be equated; DIAM 58-2
will be revise accordingly so as to conform with the provisions of the Form.
The Chairman stated that the priority system (currently 0 thru 9 designations)
needs to be examined for possible improvement and simplification; in
addition, the impact of CCRP implementation must be considered in such an
examination.

24. NRO Briefing - (See attached graphic): I (NRO) briefed
the members on four "Library" orbits for the CORONA system to provide
information as to what effect an extra effort on North Korea has on the rest
of the mission coverage; this briefing was provided to assist the ICRS in
considering the intelligence criteria applicable to the orbit selection for
25X1A Mission 1104. I Icautioned the members that the four orbits were
only representative cases which did not reflect "optimum" coverage. The
briefing was very, informative and the members commented on the excellence
and clarity of the presentation. The Chairman requested that the NRO make
a comparison of these representative cases with several mission that had been
flown - particularly 1103 - and provide the ICRS with the findings. /It was
subsequently determined that Case 3024 was Mission 1103. /

25. Oribit Selection Dates: In response to a question as to the lead-
time required by NRO for ICRS guidance on orbit select9 stated
that the information must be provided by NRO to the West Coast as ollows:
a. J-3 Missions; 17 days in advance of launch date (ICRS
suspense would be 20 days in advance);
b. J-1 Missions; 21 days in advance of launch date (ICRS
suspense would be 23 days in advance).
25X1A 26. NRO Orientation Briefing: NRO) reminded the members
that the NRO was prepared to provide an or1en a ion-type" briefing while
a mission was in progress; it was agreed that this briefing would be received
next week - following the regular ICRS meeting.
