by the NRO on 20 June 1968 as the best "library
case" against North Korea.

1968 ICRS meeting.
NRO presented a comprehensive briefing on the capabilities of the
3 orbits, a recap of which is provided as 'Att;chrnent.l to these minutes.
Case C with an 82 degree inclination and a 7 1/2 day synchronous
orbit best satisfied the intelligence requirements and was therefore approved
for 1104.

DIA PRESENTATION
As a related matter DIA presented a briefing which analyzed the KH-4
coverage of the Z5 ICBM launch complexes during the period August 1967 -
July 1968. The objective of the presentation was to demonstrate the relation-
ship between the frequency of collection against ICBM complexes and the
discovery of new ICBM starts. The conclusion was that selective collection
of ICBM sites based on current and estimative intelligence should be directed,
rather than equal effort against the most active sites and those with little or

recommended for exclusion from 1104 collection, which will be considered
when mission priorities are established at a later date. The NRO has been
asked to report the amount of film that can be saved by not operating against
these six complexes. A copy of the DIA presentation is included as
Attachment 2.
CZECHOSLOVAKIA
Because of the tense political situation in Czechoslovakia at the
present time, 1104 coverage of the area was reviewed to assure it adequately
met present and possible future requirements. The selected orbit provides
2 1/2 accesses to all of Czechoslovakia.
