to the NRO is required to make any changes to a film load, i. e. add or delete
color film.
1104 COLOR OPERATIONS
3. The Committee reaffirmed guidance to the NRO for expenditure of
the color film on 1104 as follows:
a. First priority is expenditure against the Holiday and
Priority 1 target areas specified in ICRS-D-17/36.
b. Second priority is expenditure against th
targets provided the members and NRO b
1968 memorandum plus those targets identified as color
requirements during the programming phase of 1104. In
addition, special emphasis was asked to be given two of
the targets included in the Priority 1 target list, Semipalatinsk
Nuclear Test Site and Sary Ozek IRBM Complex which had
special camouflage detection interest.
SOUTH CHINA/NORTH VIETNAM PRIORITY LIST
4. There were no changes to the South China/North Vietnam Priority
5. DIA submitted the weekly report of acceptable data base coverage of
high priority targets in North Vietnam. There was no South China coverage
during the period.

1. Procure from the CIA-DIA-State Cuba Team a definitive
restatement of the requirement.
2. Reassess the new requirement.
3. Continue to press the NRO for information on available
camera systems and their capability.
11. When the above is completed, in conjunction with. EXSUBCOM, a
recommended course of action will be submitted to COMIREX. /Subsequent
report from the CIA?DIA-State Team suspended the requirement on
this target. COMIREX will be so advised at its next meeting. /
25X1A 12, asked what the NPIC criteria was for producing the over-
lays on UUbAIN area coverage. In the ensuing discussion other questions arose
concerning tasking the operator, etc. , which indicated it would be appropriate
to ask NPIC to review their area accounting system, plotting procedures, etc. ,
and have DIA review the operational tasking procedures and expand upon their
briefing on this subject, which was previously presented at the 18 June 1968
ICRS Meeting. These presentations will be requested for the next ICRS
meeting.

any Principal prior to close of business Wednesday, 21 August 1968.

25X1A d. In response to the Chairman stated that inacti-
vates and reactivates could be han e y memorandum or even verbally as
long as justification was included to preclude the necessity of filling out a
nomination form. Normally, an inactive target is a valid target but is inacti-
vated because the requirement has been satisfied for the forseeable future,
i. e. seasonal coverage, temporary crisis situations, etc. An inactive target
retains its COMIREX number identity. A deleted target is defined as a target
which has been negated or is no longer required for collection. A deleted
target loses its COMIREX number identity and must be submitted as an
addition if renewed interest is shown.
b. He advised that the criteria had been objected to by the CIA
and that COMIREX had requested ICRS to review new criteria to be presented
by the CIA and make further recommendations to the COMIREX on 5 September.
c. distributed a draft of criteria recommended by
the CIA (see Attac addition, he stated that his Principal was
interested in obtaining answers to questions on parts of the nomination form as
follows-
DIA commented on inactivates being retained via prioritiza-
tion - whether the ICRS priority 9 could not be used to retain such seasonal,
time-sensitive targets in the CCRL. In this regard, it was pointed out that
such a treatment would still result in readout being accomplished on such
"non-collection targets".
e. In response to the use of a collection frequency the Chairman
stated that he did not envision use of this entry by the Staff because in practically
all cases requirements for periodic coverage were stated as a percentage of a
category of targets rather than on an individual target.

DIA noted that USIB requirements more stringent than
quarterly exist and. provision should be made to accommodate distinction
between these. Furthermore, DIA pointed out, the COMIREX objective list
is a basis of tasking collection assets other than satellite. In summary, these
considerations a?e very significant.
On the basis of earlier Committee agreement the priority
entry was for the initial submission of the target which could be subsequently
changed by the submitting member/ organization at any time. The DIA member
commented that the priority entry is a step toward establishing a common
standard system for prioritization and that as experience is gained from Form
utilization, this particular entry, as well as others, may well be changed.
h. After some discussion on the above aspects of the Nomina-
tion Form, the Chairman reminded the members that at this point in time the
only part of the Nomination Form to be resolved by ICRS was the criteria which
would be on the 3 September agenda. (On 20 August, the CIA COMIREX member
raised objections to the Nomination Form and the form was remanded to ICRS
by the Office of Chairman, COMIREX and will be added to the 3 September ICRS
agenda.)
16. Tyuratam Targets
presented a list of Tyuratam targets that need
resolution of assignment of aiming points, I I etc.
advised he was meeting with DIA the following week and would resolve U116
problem at the same time.

COMIREX Criteria
for
Collection and Exploitation Actions
Nominations to COMIREX or its subcommittees for national collection and
exploitation actions can be of three types: (1) Additions, (2) Deletions,
and (3) Changes. To insure effective COMIREX or subcommittee deliberations
in arriving at a decision on the member/organization nomination, the
following criteria must be satisfied by the submitted member/organization
through information provided on the approved COMIREX Nomination Form.
A. Additions
For a new installation, object, area, or activity to be added by
COMIREX or its subcommittees for collection or exploitation, the submitting
organization must demonstrate it meets the following criteria:
1. Priority Intelligence Need: The requested target addition
must be associated with a national intelligence issue or some other
intelligence deficiency of priority concern.
2. Imagery Information Potential: Each requested target addition
should potentially contain image-derivable information which could satisfy
or support the stated intelligence need.
3. Adequacy of Information from Other Sources: It must be demonstrated
that the potentially derivable imagery information is not available from or
could not be acquired by a more economical source.
4. Cost of Imagery: The cost of collection and exploitation of imagery
of a new target must be commensurate with the significance of the contribution
of the derived information to intelligence.

5. Risk of No Action: It must be demonstrated that there are
significant risks to the production of intelligence if no action is taken
to collect and exploit the imagery requested.
6. Target Definition: The new target must be sufficiently defined
to insure its uniform identification and to support meaningful and
expeditious handling of its collection and exploitation requirement.
B. Deletions

nonexistent or no longer meets one or more of the criteria listed above,
the target must be deleted or placed on an inactive list.
C. Changes
Requests for change in an existing collection (CCRL) or exploitation
(NIETB) requirement should be based on the following criteria:
1. A significant change has occurred or an administrative error
noted in the collection or exploitation requirement relative to the target.
2. Analysis of information subsequent to the initial requirement
nomination has indicated a significant change in the target's identification.
The requested change must be adequately defined to ensure uniform target
identification and it must be sufficiently documented on the Nomination
Form to ensure its meaningful and expeditious handling by the COMIREX or
its subcommittee.
