BUMPY ACTION BRIEFING

2. DIA., provided a status briefing on the BUMPY ACTION program
which consists of Photo Reconnaissance Drone Missions in Southeast Asia (North
Vietnam and South China). He began the briefing by noting that SAC was responsi-
ble for operating the program. He explained the launch and recovery procedures,
namely, that the drone is launched from a mother ship (DC-130) and is tetrieved
with a mid-air-recovery system (MARS) utilizing a helicopter. The program has five 25X1D
different system configurations that can be flown. Three of these operate at a
In response to a query regarding the factors that determine which system will be
used, stated that the frequency, weather, the objectives to be covered,
and the drones available were all factors. For example, during heavy cloud cover
the use of the low altitude system would be advantageous since it could operate
below the clouds. Present requirement calls for about 25 missions a month in
North Vietnam. Since the recent approval of missions over South China, four high
altitude missions have been attempted. The first mission was successful, the
second aborted because vehicle did not achieve altitude, the third was lost,
probably to MIG 21s, and the last one was recovered but had a camera malfunction.

SOUTH CHINA/NORTH VIETNAM PRIORITIES LIST
5. The priority list was reviewed and no changes were recommended. The
Chairman informed the Committee that a revised list had been published which
reflected recent changes to the list as well as the updating of coverage.

6. The individual member inputs were reviewed and priority changes were
made to bring the various lists into general agreement. The DIA member requested
that those portions of the built-up area not covered in the last year be stressed.

11. SITE. -- The Subcommittee discussed the SITE in general and with the
exception of the Navy member agreed that the SITE without major modification had
very little application in the Collection arena. The Navy member stated it was
his view that the SITE could be made a more useful tool with some modifications.

12. NORTH KOREA. -- I linformed members that a revised list of
