MEMORANDUM FOR: Collection Requirements Subcommittee (CRS),
COMIREX
SUBJECT: "Bonus" Targets for Special H Camera
Mission over Cuba

1. In response to and in further implementation of. actions recorded
in the references, the CRS at its 25 July meeting assembled a list of
secondary targets for NRO use in planning of a special H camera mission
over Cuba for cove ra e of COMIREX target
25X1 (the previously designated primary target for
such a mission). These targets are identified in Tab A. Targets
1 through 6 in the list were submitted initially by DIA, the remainder
by CIA.
2. In light of CRS discussion of 25 July, the aforecited actions
already taken on this matter, and on the basis of information regarding.
the photo requirements for these targets, as provided by the Acting
Chairman of the Exploitation Subcommittee, CRS members are asked to
review the following draft communication to NRO before the regular
Committee meeting on 1 August.
"Supplementing the guidance previously given
NRO for planning of a special H camera mission over
Cuba for coverage of COMIREX target
(including the resolution and "look angle" requirements
therefor) , the CRS submits a list of nine additional
but secondary COMIREX Cuba targets for H camera
coverage on that mission. It is emphasized that these
targets should be considered as "bonus" only to coverage

the primary target. I esolution
photography of these targets is desired. It is recognized,
moreover, that most of these targets are not in eastern
Cuba. The CRS requests, therefore, that optimum
coverage of them be obtained at the resolution specified,
in accord with certain other annotations set forth in the
Tab, and as operationally feasible. "

3. Members should be prepared to act on this proposed
communication at the CRS meeting on 1 August.
