1. The Director of Central Intelligence (DCI), in executive session
at the United States Intelligence Board (USIB) meeting on 4 August
(reference b. ), requested each USIB Principal to assure that his department
or agency was taking all feasible steps to obtain any evidence, affirmative
or.'negative, with respect to Chinese Communist presence or involvement
in Vietnam.
2. The Chairman then advised the Board that there might be
further consideration during the next week regarding deployment of
OXCART to the Far East area, and asked if Board Principals had changed
their views on the requirements as previously approved in reference a.
3. After a brief discussion of the requirements relating to both
OXCART OU-2 coverage of the South China/North Vietnam area,
the DCI summarized, without objection, the consensus of USIB in support
of proceeding with further action to meet the previously approved require-
ments in reference a. , if authority was granted to deploy the OXCART.
