The attached memorandum on the subject from the Chairman, Committee on Overhead Reconnaissance (COMOR), is submitted in response to the Recommendations in paragraphs 22 a. and c. of USIB-D-41. 14/280 (reference a.) as approved by the United States Intelligence Board (USIB) on 25 February 1966 (reference b. ). 2. The attached COMOR report contains the results of reviews by that Committee pursuant to the references, together with its Conclusions in paragraphs 9 and 10 on the status and adequacy of the data base on China and its Recommendation in paragraph 11 "that USIB note that COMOR will continue efforts to maintain the data base on China with special attention to optimize the productivity of existing systems toward improving the China ground force high resolution photographic data base. " 3. In view of this Recommendation, the attached report will not be scheduled on the agenda of a USIB meeting unless so requested by a Board Member prior to close of business on Monday, 22 August 1966. The following is in response to the request in paragraph 22 of reference that: a. COMOR review for validation the 177 additional ground order of battle targets submitted by DIA keeping in mind the high priority given to improving intelligence on China. b. In six months' time COMOR, with the assistance of appropriate representatives of the interested agencies will review the status and adequacy of the data base on China. 2. Regarding paragraph la above, COMOR has added 94 of the 177 ground order of battle targets in China to the COMOR target list. It has been agreed to drop 15 of the proposed targets; the remaining 68 targets are undergoing further study. 3. The status and adequacy of the China data base have been reviewed under three headings: economic /industrial installations, ad- vanced weapons test and production facilities, and ground order of battle installations. 5. In the economic /industrial area, CIA, as in paragraph 6 of reference, again has assessed the status of coverage of the following industries, which are key to estimating the level of economic /industrial activity in Communist China: Crude S teel Primary Aluminum Cement Electric Power During 1965 high resolution coverage was obtained on most major installa- tions in the four key industries. Having analyzed plant capacities for the major installations in the steel, aluminum, cement, and electric power 25X1 industries (largely using U-2 photography and collateral data), production estimates can be made from more recently acquired photography relying mainly on KH-4 and U-2 photography, where available.
