Following a thorough discussion, the USIB approved the revised statement of Recommendations contained in the Attachment hereto, which is accordingly circulated for information and guidance of all concerned. As indicated in the Attachment, General Davis submitted a dissenting footnote to Recommendation a. , while the FBI Member abstained. 3. A summary of the Board's discussion of this item will be circulated subsequently as a Memorandum For Holders of this document to be appended hereto. The OXCART be deployed immediately to provide a back-up, quick response collection capability in the area. * b? USIB-D-41. 14/288 (COMOR-D-25/212), 17 March 1966, Special Limited Distribution 1. In restricted session at its meeting on 24 March, Chairman Raborn informed the members of actions he had taken regarding the Board's recom- mendation at last week's meeting to deploy OXCART to the Far East (see reference). He said that he had forwarded the USIB recommendations by memorandum to Secretary Vance with copies to the other members of the 303 Committee. In addition he called Secretary Vance requesting that he take up the matter with Secretary McNamara prior to Mr. Vance's forthcoming trip to the Far East. The Chairman concluded by commenting that this was now 303 Committee business and that he hoped for early action on the LIB recommendations. 2.
