1. The United States Intelligence Board (USIB), at its 10 March
meeting with the Deputy Director, National Reconnaissance Office (NRO)
present, considered and discussed the Committee on Overhead Recon-
naissance (COMOR) report on the subject in reference a. , and took the
following actions:
a. Following discussion of the Recommendations in
paragraph 6. of reference a. , agreed that, recognizing the
urgency of the JCS intelligence requirement stated in the
Attachment to USIB-D-41. 14/281, it is the opinion of the
USIB that the stated intelligence requirement can only be
met in a timely and satisfactory way by the combined
intelligence collection assets plus OXCART.

b. Concurred in the Chairman's proposal that COMOR,
with the assistance as required of CIA/OSA and other agencies,
be directed to prepare for consideration at next week's Board
meeting a com rehensive examination of problems involved in
use of U-2 as compared with the OXCART against the
specific targets in South China and North Vietnam of concern to
the JCS, and the probable extent to which each of these vehicles
combined with KH-7 coverage could satisfy the JCS requirement.
Factors to be taken into account are the specific priority
targets involved, the probable defenses encountered in cover'
these targets,
t e predictable number of days of operable
cloud-free weather conditions, and the consequent number of
successful missions. The findings should be presented as
much as possible in graphic form to provide clear basic
information to assist the policy makers.
c. Directed the Board of National Estimates and the USIB
Representatives to prepare for next week's USIB meeting a
Special National Intelligence Estimate on probable reactions to
the deployment and use of the OXCART to meet JCS requirement.
2. A summary of the Board's discussion of this item will be
circulated subsequently for information and attachment to this document.
