1. The attached memorandum on the subject from the Chairman,
Committee on Overhead Reconnaissance (COMDR) is circulated for the:
information of the United States Intelligence Board (USIB),
memorandum on that date.

2. It is not contemplated that the attache. memorandum will be
placed on the USIB agenda unless a USIB Principal so requests prior to
the close of business 3 February 1966. In the absence of such a request
it will be considered for record purposes that USIB "noted" the subject

a. The end product will bear the 25X1A
codeword ~ in the TAIh System. This will carry
the stipulation that the product may not be released to
other nations. However,

1. At the request of the Office of Security/CIA, COMOR 25X1A
has considered various aspects of the handling of the Project
end product. It has reached the following agreements designea to prof
the end product and at the same time anticipate the problems involved in
broader use of the material at a later date, should this appear to be
desirable:

b. NPIC has been advised that it will not be
necessary to stamp the film NO FOREIGN DISSEMINATION
so long as the I codeword ensures U. S. ONLY dissemi-
nation. COMOR's decision on this was based on the considerable
expense and man hours involved in handling the film product
should there be a later decision that it may be released to
other nations.

for cleared individuals receiving II material:
"The collection vehicle for TALENT/I
materials is an A-11 type aircraft which
operates at altitudes in excess of 70, 000
feet at sustained speeds of Mach 3+. You
are cautioned that no statement or discussion
of the use of this aircraft in a reconnaissance
role will be made to anyone not cleared for
TALENT and not having a 'must know. "'

2. At such time as it appears that it would be in the best
interests of the United States to release the end product
to other countries, COMOR will submit a recommendation to the
United States Intelligence Board.
