1. The attached memorandum on the subject from the Committee
on Overhead Reconnaissance (COMDR), which is in response to paragraph 2
of the reference, is circulated for consideration by the United States Intel-
ligence Board (USIB) in accordance with the procedure indicated in
paragraph 2 below.

2. Board members are requested to indicate by completing and
returning the vote sheet at Tab A to the Secretariat by the close of business
2 May 1966, their concurrence or other views with regard to the COMOR
Recommendation contained in paragraph 2 of the Attachment.

SUBJECT: Application of - Capabilities to
Use T..KH Data for Mapping and Charting
1. COMOR has studied the proposal referred to USIB by the
Director of DIA on 25 August and subsequently referred to COMOR
25X1C (USIB-D-41.17/57; COMOR-D-14/13). In the opinion of COMOR, the
proposed-effort will complement U. S. Mapping and Charting
Programs and should be approved. COMOR is also of the opinion that
the number of T-KH clearances requested is commensurate with the
work that need be done and the contribution to be ex

2. Recommendation: It is recommended that the USIB
approve the proposal to conduct a program of mapping and
charting by using T-KH material, and that 106 T-KH clearance billets
be granted for this purpose.
