SUBJECT : Cancellation of the December KH-4 Satellite Mission
REFERENCE : USIB-D-41. 15/80 (COMOR-D-48/ 1 19), 25 November 1966,

1, The United States Intelligence Board as of 30 November 1966
concurred in the cancellation of the December KH-4 mission, as recommended
by the Committee on Overhead Reconnaissance (COMOR) in paragraph 5
of the attachment to the reference.
2. General Carroll however concurred with this recommendation,
subject to the comment that in the last sentence of paragraph 3 of the
COMOR report, the words "at this time" should be inserted as shown by
underlining below:
"Deficiency in fulfilling this requirement, however,
is not considered to be sufficiently important
at this time as to warrant launch of a KH-4 mission
at a time when other requirements are satisfied. "
3. Accordingly, the Deputy Director, National Reconnaissance
Office, and the Chairman, COMOR, have been informed of the above USIB
