Through medium of vote sheet action completed on 13 September, USIB approved the COMOR recommendation on the subject as submitted in paragraph 5 of the reference. Specifically, thereby, the Board noted Tab A to USIB-D-41. 14/63 and approved, initially, the inclusion of the Sino-Soviet and Sino-Indian borders in the programming of the R-7 standby as indicated in paragraph 3 of that document, with the explicit understanding that the decision on whether the R-7 will actually be used against these areas is to be made at the time the R-7 is employed. 2. The above USIB action is referred herewith to the Chairman, COMOR for appropriate implementation.
