MEMORANDUM FOR: Deputy Director of Strategic Research
SUBJECT Validation of Human Source Requirements
These comments are addressed to the three subparagraphs of
Paragraph 4 of the IRAG Meeting Notes #5, 28 February 1968 (attached).
a. Of the 144 requirements considered by IRAG, less than 15
percent were from OSR. Thus, the validity of criteria 3 and 4 is
difficult for us to judge. OSR requirements are usually in response
to Notification of Intelligence Potential (NIPS), and are validated if
they seem to have a potential for adding to the analyst's general
knowledge. In short, we agree with the "possible 3 and 4 problem
factors" shown in the'briefing.
b. Our contact with Herb Jenne's staff indicates that none of
the OSR comments were "sub-standard"; however, this may not always
be true. The method proposed for examining sub-standard requirements
appears unnecessary and very cumbersome. It would require more of
your personal attention than is warranted by the benefits to OSR.
c. Whatever final procedures and criteria are established would
appear at this time to have little impact on OSR. Division Chiefs
will probably continue to "rubber stamp" requirements as they have in
the past. SR/PL should continue to monitor them. Recommend you go
along with the concensus of the IRAG Group on this question. If
they wish to amend or eliminate Criteria 3 and 4, we can see no
objection.
