Attached is the follow up on the discussion at COMIREX on
16 November of the problem of periodic reports to USIB (COMIREX-M-17,
Section VI, paragraph 1). It is requested that you ,phone this office prior
to close of business, 21 November, to advise whether you wish to have
this memorandum forwarded to USIB or whether you prefer to discuss it
at COMIREX on 30 November,

SUBJECT: Weekly Report to the Board on Far Eastern
Photographic Coverage by Chairman, COMIREX

1. Based on priorities established by the Board between
September .1965 and May 1967 (see references a, b, c, and d) a weekly
report has been submitted to the Board by Chairman, COMIREX on
photographic coverage obtained of South China, North Vietnam, targets
in Laos adjacent to the South China border and the Sino-Indian border.
COMIREX has reviewed present requirements in perspective of the
need for reporting and a revised procedure is recommended in
paragraph 4.
2. At this time COMIREX notes as follows with regard to
the need for the frequency of reporting on various areas included in
photographic reconnaissance requirements for the Far East:
a. The Sino-Indian border is targeted only for
satellite coverage so weekly reporting has little meaning.
b. Targets in Laos adjacent to the South China
border have been changed considerably since 13 September
1965 and those of pertinence to the area are covered on a
priority basis

c. South China and North Vietnam continue to
receive priority attention with requirements ranging from

d. North Korea is not included in the present
report to USIB but has recently been receiving priority
attention and, COMIREX is keeping a close watch on the
photographic coverage obtained.
3. COMIREX concludes that it should be its continuing
responsibility to maintain records on photographic coverage on the
Far East so that the coverage obtained of the priority areas and
priority targets can be reported out immediately upon demand.
COMIREX notes also that with regard to targets in areas which are
not receiving priority attention it is reporting coverage in the monthly
status report.
4. COMIREX recommends that:
a. The weekly report to USIB by Chairman,
COMIREX on South China/North Vietnam and Sino-
Indian border photographic reconnaissance (USIB-D-46. 8/
and COMIREX-D-25. 17/Series) be discontinued.
b. COMIREX be prepared to report on current
photographic reconnaissance over priority areas and of
priority targets on demand.
c. Coverage of areas not of current priority
interest be reported on a monthly basis in the status report
(USIB-D-46.9/ and COMIREX-D-72/Series).
