USSR At the request of CIA Rpresentative on the Committee on Overhead Reconnaissance, a special meeting of COMOR was held on 11 January to review a proposal for low- altitude photographic reconnaissance of the "new-type SAM site at Kuressasre. USSR. 2 After hearing the briefing from 051 representative problem. COltieR concluded as follows: a. That the proposal for low-altitude re- connaissance of Russian territory was a most serious proposal and would stand no chance of surviving the ustr. let alone th,e Special Group, unless the justifi- cation demonstrated an overriding need for its nest b. That based on questions asked by the members it appeared that all other sources had not been explored and some other preliminary steps should be taken. The Drip, for instance, has not received a requirement specifically on this nor has the appropriate working group of GMAIC studied the problem and stated Its requirement. Lastly, it appeared to the COMOR that the eventual threat to SAC would dictate the merit of reviewing this problem in the CCPC. c. That there is some doubt in COMOR's mind as to the criticality of the requirement itself.
