Dear Dr. Greenfield:
The Director of Central Intel'igence has approved, as an
initial special security clearance billet structure for the Environmental
Protection Agency, the ten positions identified in your 12 January 1973
memorandum. Accordingly, the appropriate special clearances are
authorized for the present, incumbents as listed, subject to verification of
the required individual background information.
I I my security advisor, will be available for
consultation with Mr. James--your special security Control Officer-
designate--in connection with requirements for personnel security
Control Officer has a full understanding of the security regulations
applicable for this special security compartment and to assist Mr. James
in setting up and administering the necessary procedures and safeguards.

Enclosed is a list of personnel assigned to the
Environmental Protection Agency (EPA) requiring
special clearances for access to high technology
reconnaissance systems and their products. These
individuals are in key management. positions at EPA
and, therefore, knowledge of the potential of these
classified systems is necessary for the planning and
establishment of a viable program for ambient and
trend monitoring in the domestic environment.
As you recall, our objective in the exploitation
of classified products was discussed at the ARGO
meeting on December 15, 1973. We feel it would not
be prudent to proceed with the establishment of an
environmental collection and exploitation program
without taking into consideration the advantage of
technology and capability developed by other government
agencies..
For your planning purposes, as soon as arrangements
for facilities, exploitation equipment, and other
resources are completed, approximately 15 additional
clearances will be required for personnel at the
technical level.
Mr. C. E. James, my alternate on the ARGO Committee,
has been selected to serve as TCO in conjunction with
activities of this Agency.

have encountered months of delay. Any action you
can take to expedite this request will be greatly
