These individuals are in key management. positions at EPA and, therefore, knowledge of the potential of these classified systems is necessary for the planning and establishment of a viable program for ambient and trend monitoring in the domestic environment. As you recall, our objective in the exploitation of classified products was discussed at the ARGO meeting on December 15, 1973. We feel it would not be prudent to proceed with the establishment of an environmental collection and exploitation program without taking into consideration the advantage of technology and capability developed by other government agencies.. For your planning purposes, as soon as arrangements for facilities, exploitation equipment, and other resources are completed, approximately 15 additional clearances will be required for personnel at the technical level. Mr. C. E. James, my alternate on the ARGO Committee, has been selected to serve as TCO in conjunction with activities of this Agency.
