The National Area Exploitation File (NAEF) is a computerized data file which, working in conjunction with the CIA/OSP Area History . File and utilizing the National Imgery Interpretability Rating Scale, records: a. Each attempt to obtain (photography. b. Whether or not the attempt was successful. C. The date each successful attempt was exploited (searched). d. The interpretability of each exploitation (i.e., the quality of the imagery in relation to defined detection/ identification criteria). management potential for NPIC. Very simply, the basic objectives of the NAEF are to account for exploitation, as well as attempted and achieved acquisition, and to record the utility of the exploited imagery. These data will be in a form amenable to and are essential for analytical use, as well as collection system planning and 25X1 programming. In addition, the system has a great deal of inherent NRO review(s) completed. NGA review(s) completed. On 28 June 1972, NPIC transferred from FY 1972 25X1A funds to CIA/OSP (copy of authorization ed) for support to OSP from (which also supports OSP with respect to its Area History File) in initial development of the NAEF. These funds will be expended by the end of this fiscal year. Exploitation data from the USSR, East Europe, and Mongolian areas has been collected since Mission I I shortly, NPIC will incorporate all areas of the world where photographic collection is conducted into the system. The NAEF file programming has been essentially completed by OSP and the final versions of the initial series of output reports, four in number with a computer plotting capability, will be completed in a month or two. 3. It is anticipated that there will be additional computer programming requirements, particularly in the output and report generation areas, as persons become familiar with the rather impressive file capabilities. The four initial reports should be viewed as a first approximation of eventual applications. In addition, "fine tuning" of the file will be necessary for, for example, holding down data storage needs, and improving retrieval times. A relatively modest effort also will be directed toward a more sophisticated and comprehensive approach toward collection, exploitation, and interpretability accounting, specifically in the areas of a finer grained unit of account than is now utilized and the incorporation of point target data. 4.
