occasions when an incident in the Cuban area has prompted requests
for aircraft reconnaissance. Prompt satisfaction of such special
requirements has been possible in part due to the long-standing
guidance that a reconnaissance presence should be maintained in the

would not consider maintaining a presenceto be an overriding
requirement in the absence of intelligence need for coverage.
Staffing of the current review of the needs for coverage will be
handled by ICRS and forwarded to COMIREX for approval and trans-
mission to the USIB.

2. Reports on aircraft and drone activities during the period
21 March - 3 April 1974 are attached at Tab B. Mr. Howard reported
a successful GIANT SCALE overflight of North Vietnam on 28 March.
Ninety percent cloud-free coverage was reported.
3. Because of some difficulties with Cuban reaction to OLYMPIC
FIRE missions, rules of engagement are being reviewed and may be
modified. Another mission will be scheduled after this review is
completed. **
Subsequently, the next OLYMPIC FIRE mission was flown on 29 April.

1. The Chairman noted that delays in the scheduled BUSY PILOT
mission have been caused by a combination of weather constraints and
policy questions on timing. * Procedures and guidelines are being
worked up which hopefully, when they have been fully coordinated and
reviewed at higher levels, will become the basis for handling Middle
East overflight materials on a regular basis. **
2. The DIA Member reported on the dual aspects of the upcoming 25X1
SR-71 Middle East mission. The portion of the missio will STAT
be designated as a GIANT REACH operation with the film to he hanrileri
in the regular manner for such a mission .

Automatic Data Handling Coordinating Group (CADCOG)
7. The DIA Member referred to his recommendations,
forwarded earlier to the COMIREX staff, * for amendments to the
charter of the ADP Data Handling Coordinating Group (COMIREX-
D-32.10/1). Based on the charter as presently stated and his
understanding of the Group's initial session, he was concerned
that certain objectives sought by DIA would not be provided for.
8. The Chairman did not feel this would be the case.
The Group's objectives were intended to cover the points set
forth in nitial proposal and discussed at an earlier
COMIRE meeting. "" He considered it fundamental that some ADP
expertise is required to deal with these questions. One of the
difficulties in this field generally has been a tendency to view
some of the problems without the advantage of such expertise.
The CADCOG charter as drawn up is intended to incorporate
the views of the Committee at large and not be restrictive. There
is a requirement for the people involved to have a common reference
base and that requires a certain amount of looking back to see
how we reached the present point.

he had issued on e CADCOG (COMIREX-D-32.10/1) in the context
of his intention that it reflect community interests, and then provide
comments to his office. The objective is to move relatively quickly
at getting a first order understanding of the problem. The Group
will then seek to develop a workable formula to combine, coordinate,
and exchange information in a way which will be mutually profitable
and of benefit to everyone concerned.

1. The Chairman advised members that
who has served as Security Consultant to COMIR or e pas
several years, will soon be retiring from the Central Intelligence
Agency and today would be his last meeting with COMIREX.

able counsel and guidance he has given over the past years.
We are losing a tremendous amount of professional expertise
and so view departure with regret. Speaking on

Middle East Review
1. The Chairman noted that the first BUSY PILOT mission
is being handled as a rather special case and this has raised a
number of problems. In this instance the importance of meeting
the primary objective of the mission has been judged paramount and,
as a result, the handling of information from the mission has been
determined by that consideration. The primary purpose of the
mission has been served quite well, but the data have not yet been
authorized for release in normal channels.
2. asked if guidance is available on what
can be released about the BUSY PILOT program, noting problems
have been created by the stringent controls that have been imposed
to date. The Chairman felt there is an awareness of the difficulties
that have been created throughout the community, but the mission
was flown for a very particular purpose and decision was made not
to handle the total content and flow of data from it in a routine
fashion. This meant that some intelligence uses would be held up
to guarantee the primary purpose would not be jeopardized. While
there is still no release authority for the data, the problem created
by absence of such authority is well understood. felt 25X1
that, after this initial mission has been reviewed in its full context,
more regularized procedures will be set up for future missions.

Key Intelligence Questions Evaluation Process (KEP) (COMIREX-D-16.6/1)
9. The Chairman referred to I (briefing on the
Key Intelligence Question Evaluation Process (KEP) at the last
meeting* and reported that the NIO baseline evaluations have been
received on seven of the twelve Key Intelligence Questions (KIQs)
to be considered. These have been distributed to COMIREX members**
and the ICRS staff will draft responses for each of them. These
drafts will be circulated to ICRS and to EXSUBCOM for comments
and inputs before a consolidated draft is prepared for COMIREX
coordination.

fairly smoothly. The plan is to have detailed "free text" explana-
tory material for each of the main submissions. The Chairman
reminded members that, because the responses are to be so highly
formatted, there are imagery collection aspects that will not have
visibility unless addressed in supplementing text. Members will
want to focus particularly on this aspect of the responses.
T-KH Modification Program--Phase III Draft Guidelines (COMIREX-D-2.2/7A)
12. questioned whether Section VI, which
addresses sanitization of KH-4 materials
should be included in what is primarily a decompartmentation
paper. He suggested this subject be dealt with separately.
explained that these provisions are already operative
under the separate directive issued last January by the Director
of Central Intelligence. They had been included in these guide-
lines to consolidate instructions relating to KH-4 materials in
one document. He had not thought this would create confusion
since the impetus for providing these materials had the
same basis as that for the modification program itself. The
Chairman asked members to check within their organizations and
notify the Executive Secretary by tomorrow as to their views on
retaining the present Section VI in the final version.*

begin releasing. this data in quantity, it could begin to impact on
aspects which were otherwise quite clearly to be protected. There
are obviously cases where a matter of jugment is involved.

blems in staffing the Phase II guidelines* since COMIREX members
had not been actively involved prior to its being sent to USIB.
The Chairman explained this had been a matter of expediency.
The driving factor at the time was to enable the earliest possible
initial community use of satellite materials under the new modifi-
cation program, with the expectation that this would be to every-
one's benefit. It is planned to go through the normal coordination
stages on the remaining phases. Members were asked to provide
their comments or concurrence on the Phase III draft by noon
tomorrow, after which it will be forwarded to the Board for review

Status of Color Evaluation Working Grou
1. ad asked for this item on the agenda.
He has had a number o requests and queries about availability
of the Color Evaluation Working Group report and wanted to insure
that everything possible is done to have this report--approved by
EXSUBCOM in November--published and distributed at an early
date.
2. The Chairman agreed that the report should be
published soonest. He has had problems with the summary
portions and is trying to resolve them with and
The Color Evaluation Working Group has done an out-
standing job of assessment and the delay reflects no criticism
of its work in any sense. Much of the material on which the report
is based, however, pre-dates significant technical developments
in the color reproduction area that applied
. Because of the qualitative differences in the later color
material, the report actually must deal with two sets of data--the
material making up one part and the material
making up the other. There are instances in the draft summary
where that relationship is identified but then the statistical material
is presented in a way which raises questions as to whether it
relates to the older or newer material. That problem has to be
recognized and dealt with in the summary section of the report,
which is the only part some recipients will read. There is no pro-
blem in the detailed supporting data. wanted the report
to be self-contained and has been trying to find a way to modify the
summary to avoid the need of a separate covering memorandum
to make this clarification.

3. The next step will be to meet further with the Chairman,
EXSUBCOM to work out a satisfactory solution to the problem. The
Chairman did not feel it desirable to send the report to COMIREX
until this had been done. He assumed members were aware of the
report's content through their EXSUBCOM members. The Chairman,
EXSUBCOM, and the Chairman, CEWG, have provided proposed
modifications which have gone part way toward solving the problem.
He is looking for the minimum change that will make the point.
Members agreed that much effort and time has gone into this study
and it should be published as soon as possible. will
try to complete action on the summary as a priority matter.

1. who is serving as Task Team Chief for
the Analyst/ o o interpreter workshops being held to discu
exploitation requirements, presented a briefing on the background,
conduct, and status of the series of analyst/PI workshops set up to
provide a forum for the exchange of information and ideas between
analysts and photo interpreters
meeting together
for two-three hours. These workshops will be cut off on 1 July even
if not completed as there will be a repetitive factor and it is expected
all major categories can be dealt with by that time. Copies of
notes are attached at Tab C.
2. The Chairman wanted the Committee to have an opportunity
to review the status'of this activity which he considers both very diffi-
cult and very important. He felt it is going quite well and asked that
members provide any support needed in their respective departments
and agencies. The Chairman assured he has the
support of the Committee and urged him to procee as outlined.
the DIA member, indicated that he regarded these work-
shops as one of the most important and valuable steps currently in
progress in the COMIREXFIplanning process.

Intelligence Community Staff to brief on plans for the Key Intelligence
Question Evaluation Process (KEP).

Central Intelligence stated his intention to develop an evaluation pro-
cess for the KIQ's. A Working Group was set up in the Intelligence

Community Staff to draw up plans for KIQ evaluation process (KEP),
and these were published in mid-February. * The initial implementa-
tion of the KEP will deal with a sample base of only 12 of the 71 line
items in the KIQ's. It is well recognized that the first performance of
this process will be a trial run. Copies of the briefing aids used by
appear in the footnoted documents. Additional copies of
the KEP guidelines were made available to members.
4. The Chairman noted that it is important that the community
at large recognize this is in essence a pilot project. It has certain
objectives that are fairly clear but there are other alternatives for
gaining visibility on the inter-related problems of collection, evaluation,
and use. It is a matter that will be of continuing interest to the commu-
nity as a whole and in these initial stages some modifications can be
expected. He had indicated to that COMIREX will fully coop-
erate in this activity.
5. indicated that the National baseline evaluations
from the NI s wi be circulated to members when received.** He
proposed that the existing subcommittee structure be utilized to pre-
pare a draft response providing the desired information, which can be
reviewed and coordinated within the Committee itself. The objective
is to have maximum visibility in the Committee as to what is being
done and how it is being done. It was agreed that ICRS would develop
the initial draft KEP responses for coordination with EXSUBCOM and
forwarding to COMIREX.

2. Reports on aircraft and drone activities during the period
21 February - 7 March 1974 are attached at Tab B.

awaiting favorable weather. An SR-71 flight (BUSY PILOT) over the
Middle East disengagement area was flown this morning.

1. One element the Chairman wanted to cover today was the
planning for further Middle East airborne reconnaissance missions and
the factors and actions involved in that planning. reported
the current plan is for the aircraft to depart from and return to
Seymour-Johnson Air Force Base (Goldsboro, North Carolina). Film
will be sent for processing in the normal fashion

1. The Chairman referred to discussions at an earlier meeting
regarding a proposal by the DIA Member that a COMIREX Automatic Data
Handling Coordinating Group be established. * Terms of Reference have
now been distributed. ** The Chairman considered the Committee is very
fortunate in having been able to effect the assignment oft
the Executive Secretary of their representatives to work with
on this activity.

2. The Navy Member inquired concerning the policy regarding
use of TALENT-KEYHOLE material by reservists. noted 25X1
this question had been raised at USIB and also had been discussed briefly

3. The Chairman pointed out that any print falling within the
guidelines set up as being appropriate for classification and handling
at the SECRET level can be used by those with the "need to know" who
hold a SECRET clearance, so long as there is not a direct amplification
of the source of the material other than "satellite imagery. " That is one
of the primary purposes of the decompartmentation program. He
stressed, however, that all must recognize that moving quantities of
satellite materials out of the T-K compartment raises a number of
problems and these become most difficult at the margin where, while
material can be handled outside the system, there is still need for some
protection of the source.
