2. The Chairman, EXSUBCOM, explained that the
target list referred to in paragraph 2 of the draft memorandum to
the Director, NPIC, and the DIA Member, COMIREX, was last
reviewed by EXSUBCOM on z April and must be updated in light
of the situation existing at the time any airborne reconnaissance
of the Middle East is scheduled. In its present form the list
contains 307 exploitation targets--152 first-phase and 155 second-
phase.
3. The guidance provided in COMIREX-D-29. 3/lA was
approved by COMIREX with the understanding that a current list
of NIETB Middle East targets would be included when it was trans-
mitted to DIA and NPIC. When the guidance is sent to the field
for use in contingency planning, it should be made clear that the
accompanying target list is subject to continuing review and would
be updated as necessary in time of actual need.

in the term "Middle East" and explained that an
attempt had been made to list ose coup ries on which requirements
had been submitted by the Community.

I lexplained that the proposed Basic Exploitation
Guidance Manual had been designed to simplify the procedures
for approving and maintaining requirements in the basic exploitation
program. The Manual will contain presentation instructions, readout
requirements, EEI's, etc. It is to be maintained by the EXSUBCOM
but any organization can request COMIREX to review any part of the
guidance at any time. The Subcommittee views the Manual as being
a highly flexible and dynamic instrument in that the guidance can and
will be changed any time the situation warrants. The loose leaf
format makes it an easy matter to substitute revised pages reflecting
changes.

9. The Chairman, EXSUBCOM, recommended that
COMIREX approve: (a) the concept of the Basic Exploitation Guidance
Manual as the formal means for expressing and maintaining COMIREX-
approved basic exploitation requirements; (b) those FY 1971 Basic
Exploitation Requirements so far processed and coordinated within
EXSUBCOM as listed in Tab A of COMIREX-D-31. 6/2A/IA (see Tab D-3);
and (c) forwarding of the FY 1971 tasking assignments to the appropriate
imagery interpretation elements as proposed in Tab B of that document.
10. The Committee agreed that the EXSUBCOM and members
of the EXSUBCOM staff were to be commended for their work on this
project. In approving the three separate parts of the action listed in
paragraph 9 above, there was an understanding that EXSUBCOM was
authorized to coordinate and distribute subsequent portions of the
Manual without referral to COMIREX for approval in each case. With
regard, however, to the contents of Section A of the Manual (Intelligence
Needs), these statements when formulated should be referred to
COMIREX for review before being made a part of the Manual (see
paragraph 6 above). Further, it was agreed that EXSUBCOM member
agencies are to have the option of having any problem in connection with
the Manual specifically referred to COMIREX for action.
Status of Standard Imagery Target Definitions (SITD's) (T.-KH)
11. During discussion of the FY 1971 Basic Exploitation
Program, the question of the status of SITD's was raised. 0

afternoon with DIA and the NPIC publication element on related
matters and a similar meeting is to be scheduled later with IEG/NPIC,.
12. Since COMIREX approval for the production of a
selected sample of SITD's last September (see COMIREX-M-78,
Section IV, paragraph 16) applied only to the FY 1970 Basic
Exploitation Program, it was agreed that discussion of the evaluation
of the SITD's produced and decision concerning their inclusion in the
FY 1971 Basic Exploitation Program will be considered at the next
COMIREX meeting.

NRO and representatives from the film processing organizations
at Bridgehead and Westover met with representatives of the
exploitation components on Tuesday, 7 July. The meeting was
quite helpful in that it permitted the persons concerned with the
various facets of the p_film distribution question to get a better
understanding of each o is needs and problems. Two problem
areas were identified, one concerning the requirement for two
different sizes of film rolls and the other the need for another
mission simulation. Though it is possible to provide the film on
two different size he NRO is studying the cost factor and will
report back. noted the figure is about one-half million
dollars more per year for four missions. I pointed out
it would be useful also to have for comparison the costs to exploitation
organizations that would result, based on equipment problems, etc. ,
if they were unable to obtain their film rolls in the required size.
14- With regard to the need for another simulation exercise,

simulation (see COMIREX-M-93, Section V, paragraph 10 and TCS-
1 0426-69 /2) to provide breakdown instructions to the processors using
a format developed at Tuesday's session. This would enable the
processors to provide a comparative assessment based on compositing
coverage in two different ways.

9. I Ireported that the altitude of Mission 1111,
scheduled for launch on 22 July has been lowered to 88 miles perigee
as requested by the Chairman, COMIREX, in his 6 July message to
the NRO (see Tab F). This lower altitude was aimed at improving
the resolution and over-all quality of the mission imagery. It would,
however, incur a penalty loss of approximately 20 percent in the
mission's area coverage. This figure of 20 percent loss of potential
area coverage is based on a projection of the amount of film that will

this point very carefully and provide ground rules for holiday
coverage on ascending portions of the orbit.

decrease in average altitude should give about a six-inch-better

on the COMIREX paper, Guidance for National Reconnaissance
Planning, FY 1972.and Beyond. explained that the
Director, NSA, had requested USIB to defer consideration of the
COMIREX recommendations on imagery satellites until the related
recommendation of the SIGINT Committee is available so that
they could be considered together. Mr. St. Cyr then queried
whether cost figures on the various programs might be made
available. I noted that the NRO Representative at the USIB
meeting would be in the best position to provide comparative cost
data.
