I I of the NRO staff reported on activity that has taken place in this field since July 1969 when the NRO received the initial USIB statement of requirements for a near-real-time imagery satellite system (USIB-D-46. 4/30, 16 July 1969, and M um for Holders, 29 July 1969). 26-5, Collection Status Review COMIREX-M-103 30 July 1970 (T -KH) (T-KH) 3, I I explained that DIA regularly presents a quarterly review o imag y reconnaissance activity to the JCS. These briefings primarily address National Reconnaissance Program (NRP) activities and do not include the command and tactical missions in Southeast Asia. Concerning coverage of Cuba, I pointed out the recent drop in the number of missions flown monthly. This reflected the impact of the new USIB requirement and the increased capabilities provided by use of the Iris II camera. He noted that although three missions were flown in April, there was only one in May and one in June (see page B-16). 5. With regard to the conclusions presented in the briefing (see page B-G0), I commented that a study is being made on imagery satellite reconnaissance priorities in an effort to determine and document the impact of current mission priority requirements on our coverage achievement against the USIB standing requirements. This becomes an especially significant factor in view of the stretch-out in the present KH-4 schedule. There is also growing concern about the adequacy of the existing imagery data base on Warsaw Pact countries and a continued high interest in the Middle East and Soviet activity relating to that area. Depending on film utilization, the second bucket may be flown for 11 days with recovery estimated for 9 August. Weather predictions for South China are very poor; there may, however, be a break in the weather over Eastern Europe. replied the NRO was still projecting about a 20 percent loss in total area coverage on Mission 1111 as a result of lowering the altitude to achieve improved resolution (see COMIREX-M-101, Section V, paragraphs 9-11). be closer to normal than had been initially anticipated. 3. With regard to the DIA Member called attention to the loss of lour missions during July, the highest monthly loss-rate in several months. He had no firm information at this time as to the cause of this sharp increase. As background to this DIA request for authorization to use sanitized KH-4 photography to illustrate targets contained in the Middle East Target Study and North Korea Target Study in support of JCS military contingency planning, 25X1A lie . summarized the record of previous USIB action in this In August 1967 the Board approved sanitization and use of KH-4 photography on a continuing basis in specific support of manned strike operations as called for by the Strategic Integrated Operational Plan (SLOP), without need for further recourse to COMIREX or to USIB. COMIREX, however, was to be kept informed as to the identity and proposed use of photography so sanitized. (See USIB-D-46. 2/1, COMIREX-D-2. 7/2.) In September 1968, the Board authorized the expanded use of sanitized KH-4 photography in military plans other than the SIOP but stipulated that COMIREX would review each requirement for such use (see USIB-D-46.2/7, COMIREX-D-2.7/7). 25X1A 25X1A 25X1A 25X1A 7, reported there had been some discussion within SDWG as o whether the latter USIB authorization also covered the use of sanitized KH-4 photography for military planning at the JCS level. He believed the original USIB authorization clearly included JCS planning and he recommended that, if COMIREX concurred in that interpretation, the DIA request be approved. 8. COMIREX approved the SDWG recommendations as set forth in COMIREX-D-2. 6/5. FY 1971 Basic Exploitation Program "Standard Imagery Target Definition" (SITD) Production (T -KH) 10. The Executive Secretary reported that NPIC has raised a point concerning the production and publication of Standard Imagery Target Definition (SITD) graphics in reports produced under the FY 1971 Basic Exploitation Program. COMIREX had authorized inclusion of such graphics in DIA Basic Reports prepared under the FY 1970 program, with the understanding that such authorization did not constitute COMIREX acceptance of the SITD as a required Community format for standardized target delineation (see COMIREX-M-79, Section IV, paragraphs 12-15). As the result of overly optimistic scheduling, many reports approved under the FY 1970 Basic Exploitation Program were not completed in time for publication in FY 1970 and were rescheduled under the FY 1971 program. DIA has included SITD graphics in a number of these deferred reports now being submitted to NPIC for publication, with more to come. The Center is seeking guidance on whether it is obligated to print these SITD graphics. 11. The Chairman asked the NPIC Consultant what added cost would be involved if the SITD's they had in hand were published. I stimated the additional cost to NPIC of publishing a Basic Report containing the SITD as approximately $50 per issue of 100 copies. noted that the question 25X1A raised by NPIC was basically whether the publication of SITD's was not a departmental rather than a national program. 12. The Chairman expressed the feeling that he has never accepted the test that there must be total utility to every single component of the Community for something to be done on a Community-wide basis and he would also like to be certain that in any future discussions on this matter we do not attempt to apply a more stringent criteria of total Community utility for the SITD's than we do for other data or graphic elements contained in basic exploitation reports. Section V (Other Business) 25X1A 25X1A 25X1A Exploitation Priority for Mission 1111 -1 (T -KH) 1. The DIA Member asked that Mission 1111 -1 coverage of the Middle East and areas of SS-9 ICBM deployment be given highest exploitation priority by NPIC. The Chairman stated that a canvass of interested agencies had been made and there was general agreement on need for priority exploitation reporting on these two fields. To the degree there might be any conflict between the two, Middle East coverage should be reported out first and the Soviet strategic missile targets second. The NPIC Consultant confirmed that the Middle East passes were scheduled for readout Friday night (31 July) and exploitation of Soviet strategic missile coverage was to begin Sunday morning (2 August). The results will be available to the Community by early Monday morning, 3 August. 2. noted there would be a delay of several hours in NPIC's receipt of the Middle East film since special printing of the coverage on that area was necessary because of the terrain and illumination problems. Following approval of the SDWG recommendation for use of sanitized KH-4 photography in support of JCS targeting and operational planning, the general question of use of sanitized satellite imagery was discussed.
